The rising number of households (especially in the south-east) means that new houses need to be built. Given that there are insufficient brownfield (developed) sites, Prescott determined that some greenfield (undeveloped) sites must be used for them, including some in the Green Belt. Prescott said in January 1998 in a radio interview that "The green belt is a Labour achievement; and we intend to build upon it."
